TOA Corporation (formerly Nihon Kolmar), founded in 1912 and headquartered in Osaka, is Japan's largest cosmetics and quasi-drug OEM/ODM manufacturer. It can produce almost any category — from basic skincare to colour make-up — with in-house R&D and large-scale facilities. Manufacturing follows ISO 22716 / GMP standards under Japan's Pharmaceuticals and Medical Devices Act, overseen by the MHLW and PMDA.
