Start with fewer shades than you think you need, and build the range so it can be extended. A makeup shade range is developed, priced, produced and stocked per shade, so twelve shades is not one product with twelve options; it is twelve SKUs, twelve minimum order quantities and twelve separate inventory risks. How many shades should a first makeup range launch with?

For a first colour cosmetics launch, most independent brands are better served by a deliberate grid of six to twelve shades that spans the full depth range thinly than by a wide range assembled shade by shade. The grid matters more than the number. A range built on two axes — a depth ladder from fair to deep, and a small set of undertone families running across it — can be extended predictably later, because every new shade slots into a logic that already exists. A range assembled as a list of individually appealing colours cannot, and each addition becomes a fresh development project.

The right count also depends heavily on what the product is. Complexion products — foundation, concealer, tinted base, cream contour — are a matching problem. The consumer is trying to find themselves in your range, and a gap is visible to anyone standing in it. Non-complexion colour — lipstick, eye shadow, blush, liner — is an editing problem. Nobody needs to be matched to a lip colour, so a tight, opinionated edit of five to eight shades reads as a point of view rather than as a shortfall. If your first launch has to include a complexion product, that is where your shade budget should go; if it does not, you can be considerably leaner.

Complexion ranges also carry a reputational dimension that did not exist a decade ago. The forty-shade foundation launch of 2017 permanently reset what consumers and beauty press expect from a complexion range, and a launch that stops at medium-tan now attracts criticism on that basis alone. The trap is treating that expectation as a reason to launch wide on a first order. A range you cannot fund, cannot reorder and cannot keep in stock across all its shades does more brand damage than a smaller range that visibly covers the whole depth span and deepens on a published schedule. Cover the range thinly and extend it; do not concentrate in the middle and promise the ends later.

One practical consequence for planning: because complexion colour is among the most demanding work a factory can be asked to do, it also narrows your supplier field. How does a factory actually develop a shade for you?

Shade development is a colourist adjusting a pigment blend against a physical target, inside a base formula you have already approved, and submitting the result to you as drawdowns or filled samples until one version is signed off as the standard. It is an iterative craft process, not a calculation, and that is the single most useful thing to understand about the timeline.

The sequence almost always runs base first, colour second. The vehicle — the emulsion, the anhydrous stick base, the pressed powder binder system — determines how pigment disperses, how the product looks wet versus dry, and how it behaves as it sets. Approve the base, then shade into it. Brands that run the two in parallel to save time routinely lose more time than they saved, because a late change to a filler, an emollient or a sunscreen filter shifts every shade already submitted and sends the whole set back for re-matching. The colourist works from a comparatively small pigment palette. Most complexion shades in the world are built from the iron oxides — red (CI 77491), yellow (CI 77492) and black (CI 77499) — plus titanium dioxide (CI 77891) for opacity and lightening, with mica and other effect pigments for finish. Lip and eye products draw on a wider set, including organic colourants and their lakes, and that is exactly where market-by-market permission gets complicated. Ask early which pigments your shades are built on, and get them as CI numbers rather than trade names.

Each shade then goes through submission rounds. The factory sends drawdowns on card, filled samples, or both; you assess and comment; the colourist adjusts. Two to four rounds per shade is normal, and each round carries a real lead time — often one to three weeks including shipping. The crucial point for planning is that rounds are per shade, not per project. A twelve-shade range does not take marginally longer than a three-shade range; it can take several additional months, because you are running twelve parallel iterative loops and the range cannot be signed off until the slowest one closes. Two technical questions are worth asking at this stage because they affect reorders more than they affect launch. First, are your shades built from the factory’s existing pigment dispersions and colour concentrates, or from bespoke ones? Standard dispersions reproduce more reliably and reorder faster; bespoke ones give you more differentiation and more risk. Second, how is the shade recorded — as a fixed formula, or as a target the colourist adjusts to on each batch? How do you approve a shade so the tenth batch still matches the first?

Approve in a controlled light booth against a sealed, dated physical standard, and record the acceptance tolerance numerically so that a later batch can be judged rather than argued about. Everything else in shade quality control follows from those two artefacts: the standard, and the number.

Assess under more than one light source. A shade approved only under the factory’s overhead fluorescents will surprise you on a retail floor and surprise your customer again in daylight. A standard light booth offers a daylight simulator (D65), a store-type fluorescent source and an incandescent source, and you should look at every submission under all of them. Two samples that match under one illuminant and visibly differ under another are metameric — a real and common failure in complexion products, because the same apparent colour can be reached from different pigment ratios. Metamerism is not a defect the factory can simply fix on request; it is a consequence of the pigment blend, so it has to be caught at approval.

Assess after drydown, not on application. Foundations, tinted bases and cream products shift as they set and as they interact with skin, sometimes markedly. The colour that matters is the one on the face ten minutes later.

Then seal the standard. Both parties should hold a physical master, dated and signed, stored dark and cool, with an agreed rule for re-issuing it — standards themselves fade and drift, and an ageing master is a slow-moving dispute waiting to happen. Alongside it, record the tolerance in CIELAB terms. The CIE L*a*b* colour space describes a colour by lightness (L*), a red–green axis (a*) and a yellow–blue axis (b*), and the distance between two colours in that space is expressed as ΔE. As a rule of thumb, a ΔE of roughly one unit sits near the threshold at which a trained observer notices a difference under controlled conditions; commercial cosmetic tolerances are usually looser than that and vary widely by product type and finish.

A bare number is not enough. State which colour-difference formula the tolerance refers to (the 1976 ΔE*ab and the later CIEDE2000 ΔE00 give different values for the same pair), which illuminant and observer, and above all how the sample is prepared — a pressed powder measured on a pressed puck reads differently from the same powder measured as a loose fill or a drawdown. Two competent laboratories using different preparations will produce different numbers from the same batch, and that ambiguity is where colour disputes actually live. Fix the method in writing at the same time as the number.

Finally, keep the instrument in its place. The spectrophotometer exists to make a disagreement resolvable; the human eye under a light booth remains the arbiter of whether a shade is commercially acceptable. A batch can pass a ΔE limit and still look wrong, and a sensible agreement lets you reject on visual assessment against the sealed standard as well as on measurement.

What does each extra shade really cost you?

Each additional shade adds a full minimum order quantity, its own development loop, its own artwork and its own inventory position, so the cost of a range rises roughly in step with shade count while revenue does not. This is the arithmetic that decides whether a launch range is viable, and it is worth doing before the shade grid is emotionally settled rather than after.

The core mechanism is that MOQ in colour cosmetics is almost always quoted per shade, because each shade is a separate bulk batch requiring its own compounding and its own filling changeover and cleandown. A factory quoting 1,500 units is quoting 1,500 units of each shade. The table below runs three range sizes at that figure, using an illustrative landed unit cost of $2.80 — a plausible figure for a mid-volume colour product, but an example rather than a quotation.

The number that usually decides the launch is the last column rather than the third. Twenty stock positions means twenty demand forecasts, twenty reorder points and twenty opportunities to be simultaneously out of stock on your bestseller and overstocked on your slowest shade. Demand across a complexion range is not evenly distributed — it concentrates in the middle of the depth ladder — but you have to buy it evenly, at least on the first order, because you have no sales history to buy against. The gap between how you buy and how you sell is where a first range ties up cash.

Not everything scales per shade, though, and knowing which lines do is where the savings are.

The bracketing question in that table is the most valuable one to raise, because a manufacturer will rarely volunteer it. Where a range shares one base and differs only in pigment load, a safety assessor may be willing to treat the extremes as brackets for the set, which can materially reduce the testing bill on a wide range. It is a decision for the assessor, not for you or the sales contact, so ask for it to be put to them explicitly. Which colourants are you allowed to use, and where?

Colourants in cosmetics are governed by market-specific positive lists with restrictions on where on the body they may be used, so a shade that clears in one jurisdiction may need reformulating before the range can travel. Unlike most other ingredient classes, this is not a question of concentration limits alone — a colourant not on the list is not permitted at any level, and several permitted colourants are barred from the eye area, from lip products, or from anything contacting mucous membranes.

In the European Union, Annex IV of the Cosmetics Regulation is the positive list, and each entry carries a field of application that determines where the colourant may be used, along with any purity or concentration conditions. Entries and their conditions can be looked up in the Commission’s ingredient database. Great Britain retained the same annex structure when it took the regulation into domestic law, but does not automatically adopt subsequent EU amendments, so the two lists can diverge over time and need checking separately.

The United States works differently in a way that catches brands out. Every colour additive requires FDA listing before use, and the listing regulations split into two groups: colourants exempt from batch certification, which covers most of the mineral pigments a complexion range is built on, and colourants subject to certification, which covers the synthetic organic colours and their lakes used widely in lip and eye products. A certified colour must come from a batch that FDA itself has certified and that carries a certification lot number — so for those shades you need your manufacturer to confirm not just the pigment identity but the certification status of the actual lot used. Each listing also states its permitted uses, and a number are restricted to external application only, excluding the eye area or the lips. Separately, carmine and cochineal extract must be declared by those names on United States labels.

Two contamination questions belong in the same conversation, because they attach to colour cosmetics far more than to skincare. Mineral pigments and fillers carry trace heavy metals by nature of their geology, and regulators have surveyed cosmetics for arsenic, cadmium, lead, mercury and related elements; your specification should state limits and your certificates of analysis should report against them. And if any product in the range is a talc-containing pressed powder, asbestos is a live issue: United States legislation directed FDA to establish standardised testing methods for detecting asbestos in talc-containing cosmetics, and the status of that rulemaking should be confirmed against the agency’s current pages. Ask which talc source is used, what method it is tested by, and whether results are issued per lot. Mica raises a different question again — not safety but supply-chain due diligence, given documented child-labour concerns in parts of the natural mica trade — so ask about origin and whether your supplier participates in a responsible sourcing programme.

Get all of this settled before artwork, because the ingredient list is downstream of it. What should you ask a manufacturer before you commit to a shade range?

Ask these before the quotation is signed, because every one of them changes either the cost or the deliverability of the range, and none of them is usually volunteered.

  • Is MOQ per shade, and will you split one MOQ across two shades of the same base? The answer determines your entire first-order cash requirement. Some factories will split where the bulk is genuinely similar; most will not offer unless asked.
  • How many shade submission rounds are included, and what is the turnaround per round? Multiply by shade count. This, not production, is what usually moves a colour launch date.
  • Are these shades built on your standard pigment dispersions or bespoke ones? Standard dispersions reorder faster and more reliably; bespoke ones create a dependency on one factory and one colourist.
  • What colour tolerance do you work to, measured how? You want a ΔE limit, the formula, the illuminant and the sample preparation method. “Industry standard” is not an answer.
  • Will each batch ship with a measurement against the sealed standard? If it does not, you have no basis for a colour rejection except your own eye against a standard the factory may dispute.
  • Can the safety assessment and stability testing be bracketed across the range? Potentially a large saving on a wide range, and a question for the assessor rather than for sales.
  • Which colour additives are used, by CI number, and are they cleared for my markets and my area of use? Get this in writing at brief stage. It is far cheaper to change a pigment before development than a formula after approval.

What goes wrong most often?

The recurring failures in shade range projects are commercial and procedural far more often than they are technical.

  • Approving the base after shading has started. Every shade already submitted moves, and the range goes back to round one. Lock the vehicle first.
  • Approving on a screen, a print swatch or a phone photograph. None of them survives a light booth. Insist on physical submissions, and assess them under multiple illuminants after drydown.
  • Sealing no standard, or letting the factory hold the only copy. When batch four looks wrong, the argument becomes memory against memory. A dated, sealed master held by both parties ends that conversation in minutes.
  • Agreeing a tolerance number without a method. A limit with no stated formula, illuminant or preparation is unenforceable in practice, because two laboratories will legitimately produce different numbers from the same batch.
  • Buying the range evenly and selling it unevenly. Almost inevitable on a first order, but it can be planned for — stagger deliveries where the factory allows it, and set reorder points per shade the moment you have any sales history.
  • Discovering a colourant restriction at artwork stage. A lip shade that cannot be sold in a planned market because of the pigment it is built on is a reformulation, a re-approval and a re-print, all at once. Clear the CI numbers per market before development, not after.

How many shades do I need to launch a foundation?

There is no compliance answer, only a commercial one, and for a first launch six to twelve shades spanning the full depth range is a defensible starting point for most independent brands. What matters more than the count is that the range is built on a grid — a depth ladder crossed by a small number of undertone families — so that later shades slot into an existing logic instead of becoming new development projects. Can a factory match a competitor’s shade exactly?

A colourist can get close to a physical target you provide, but an exact match is neither realistic nor advisable. The appearance of a shade depends on the base it sits in as much as on the pigment ratio, so the same colour in a different vehicle will read differently on skin and under different lights. Use a competitor product as a directional reference, expect a family resemblance rather than a clone, and avoid marketing your shade as a match to a named product.

It depends on the product type, the finish and how the measurement is prepared, so the useful answer is that the tolerance should be a number you and the factory agree in writing rather than one taken from a reference table. Whatever limit you set, specify the colour-difference formula, the illuminant and observer, and the sample preparation method alongside it, and keep the right to reject on visual assessment against the sealed standard as well as on measurement.

Do I need to pay a separate MOQ for every shade?

Usually yes, because each shade is a separate bulk batch with its own compounding and its own filling changeover.
